When CVS Project was very active, multiple mailing lists and web site
trackers helped organize many concurrent issues in progress but trackers use
was always optional.

Previously off topic mailing list posts were referred to the best list but
no one is doing so now.

The "cvs-announce" and"cvs-announce-binaries" lists are reserved for CVS
Project announcements only; all messages required moderation. Target
audience was downstream users awaiting next formal release.

The "cvs-cvs" and "cvs-test-results" distribute CVS Project commit messages
(probably still working) and daily test summaries (now inactive). Target
audience was active CVS Project contributors.

The "bug-cvs", "cvs-dev", and "info-cvs" are normal lists for their
respective topic areas.
