I believe it may be desirable to have the same behavior that CVSNT uses.
This would allow administrators who learn to expect one thing from
CVSROOT/passwd files on CVSNT and CVS to expect the same behaviors.

However, I am NOT an expert in the :pserver: protocol and configuration
and I would listen to the advice of any of the other members of the
CVS and CVSNT that have opinions on this matter.
