Log:
Merged r7001:7035 from jcorgan/t202 into trunk.  Implements ticket:202, 
converting qa code in core to new top block code.

Three issues exist and have been separately logged:

qa_bin_statistics.py - ticket:199
qa_rational_resampler.py - ticket:210
qa_stream_mux.py - ticket:211
