[cp-patches] Initialize KEYBOARD_DIVIDER_MOVE_OFFSET constant

Hi,

In closing http://gcc.gnu.org/bugzilla/show_bug.cgi?id=22770 I noticed
that the JDK sets KEYBOARD_DIVIDER_MOVE_OFFSET to 3.  This patch does
the same.
