[cp-patches] Patch: FYI: add missing .m4 files |

I'm checking this in.
I needed these .m4 files to make autogen.sh work properly with
automake 1.9.2. I took these files from the gcc tree. We discussed
this on irc and agreed it is cleaner to put them all into a new m4/
directory, so I moved all the m4 files there. I also updated
autogen.sh.
