It was probably added after the move to the new server, when
Chicken 3 development was officially frozen.  (the egg index for
Chicken 3 states clearly that it's frozen)

If you absolutely must get a Chicken 3 setup, you could look into
downloading the egg from subversion and installing it directly.
I would not recommend this, though; Chicken 3 is not maintained
anymore and new development happens in Chicken 4 only.
Chicken 4 has been out for two years now (6 Apr 2009), so there
is no reason to stick with Chicken 3.

Important note: It's mostly backwards compatible with svnwiki.
We did get rid of several features which we weren't using though.
