I just took a look and the wiki-syntax page seems to be up to date.

While the history (being generated by the cgi-bin application) will
always reflect the latest state of the repository, it takes some time
before the static files (from which regular page views are served) get
updated.  Usually it should be around a minute, but sometimes it can
take some more time (if the queue of files that need updating grows).

This is because svnwiki serves accesses from static pages that it
updates after a commit is done.  We describe this model of operation
(which isn't specific to svnwiki) here:

Actually, I'm probably going to switch to using pre-generated pages
for history as well as for the regular content in the future.

Thanks for reporting the attack, Kon, and for reverting the vandalism,
Moe.  Btw, we have some guidelines on how to revert attacks (that may
make it easier for you to do this in the future) here:

So, in short, yes, it was a caching issue, just not at the HTTP-client
side, where you reasonably expected it to be. :-)
