Not quite sure I get what you want to do.  Something like this?

#;3> (pg:query-tuples "BEGIN; SELECT reffunc('foo')" con)
(#f #("foo"))
#;4> (pg:query-tuples "FETCH 1 IN foo")
(#("some value"))
