 I went to the new ticket page, filled in a detailed bug
 report, and then when I submitted trac reported "sorry,
 you need to be authenticated" and discarded all my data.

 If you're going to require login for new tickets, THEN
 PLEASE MAKE THE "NEW TICKET" PAGE REDIRECT TO THE LOGIN
 PAGE FOR UNAUTHENTICATED USERS.
