I think it's a good idea to do the same for MinGW, because it's the
runtime C library that really defines the platform, whereas one could
potentially use clang on mingw (with or without msys) too.
Attached patch extends this idea for mingw, and adds a NEWS entry.
PS: What about mingw64? Should we define that as a separate software
version? Or maybe just rename it to "mingw" for both?
