[Chicken-hackers] CR#439 - Quasiquote simplification and improved syntax checks

Hello,

This CR's time has also expired, but we haven't really reached a
conclusion on what exactly to vote, so I'll make it simple and
make a yes/no poll on the original patch posted in the ticket.

If people disagree, please give a motivation on this list and
let us know what implementation should be used and we can vote
again for that specific proposal.

We can always decide to change it later, it shouldn't break much
code since relying on the specific behaviour is very unportable.
