Hi Yasu, Zbigniew, The below is a Quagga problem, not a GNU Zebra problem.It's a problem in the distribution supplied sys/capability.h header not being useable for userspace, almost certainly because either it or a header it includes is missing the appropriate guards.
You'll need to raise the bug with your distribution vendor. In the meantime, you could try acquiring a copy of sys/capability.h from Fedora, Debian unstable, Gentoo, etc.. which might let you compile.
Also, for Quagga, you should post to the Quagga users list or use Quagga's bugzilla. See http://www.quagga.net.
