Details:

If no_proxy is for example ".google.com", then wget still uses proxy defined
in https_proxy or http_proxy for all subdomains. But if no_proxy is
"google.com", then it works for all subdomains. This is contra-intuitive and
contradicts the man page, where the leading dot is specified. Also curl works
with leading dots as well.
