Follow-up Comment #1, bug #53020 (project wget):
This was introduced by commit 19060db44f10d426576f69c515c54ebea37f9e6d: The
description says "Init logging as soon as possible", but it's now before the
call to fork_to_background, which is where the output filename is generated.
You can still get a (non-empty) logfile if you specify the name with "-o" .
