I doubt this is true. They certainly used to, and it was always intended
that they would (though, it was a bit messy, since it requires us to
start downloading before we can know what the file name is - but that
doesn't change whether -c works, only whether we have to disconnect).
Note that Andriansah has indicated that this is a regression, as the
exact same command works with an earlier version of wget.
