[Bug-wget] successful wget-1.12.1-devel w/ openssl 0.9.8k compile on MinGW

I was able to compile the wget-1.12.1-devel that Micah posted.
6a5946b57f3bf3177e36a115f80e20c5c2891f59 *wget-1.12.1-devel.zip

I edited the configure script directly and made minor changes to force IPv6, 
fix OpenSSL (dynamic) detection and add a program icon. I did not enable or 
test iri idn nls. If there is some compatibility issue with OpenSSL in this 
build I did not encounter it.

I compiled in response to a thread in the GnuWin32 help forum:

The wget-1.12.1-devel.patch is attached.
My configure was the following:
./configure --disable-nls --disable-rpath --disable-iri 
--without-libiconv-prefix --without-libintl-prefix --without-libgnutls-prefix 
--with-ssl CPPFLAGS="-D_WIN32_WINNT=0x0501"
