I tried with a fresh unpacked Texinfo 7.0.3 tarball and did in a MinGW64
shell:

  ./configure --prefix='/c/somepath'
  make -j8
  make install

With your files in my $INFOPATH and info.exe installed in
/c/somepath/bin, I get this for both files with Windows Terminal:
