You need to talk to the people who maintain the Translation Project.

It doesn't matter whether you start from scratch or from another
translation.  Translation of several dozens of messages is a
formidable work (I know: I just finished translating texinfo.pot into
Hebrew ;-), so it should in general have a copyright assignment.

You don't have to.  These are two different issues.
