[Bug-tar] [GNU tar 1.28] testsuite: 163 165 failed

Hi GNU tar maintainers!

Attached the testsuite.log file.

Note, this is a regression from 1.27, and can be seen on gnu/hurd, 
kfreebsd-amd64 and kfreebsd-i386
on our Debian buildd machines [1] [2] [3] [4]

Note2: we had to cherry-pick upstream commit 
5e2a1d5b3801d016f51b3f4c476d275a6adff5d7


and hurd is also failing test "27 130"
