Yes, indeed.  I have installed the following patch instead, which
fixes both issues.

* src/common.h (name_add_file): Change signature.
* src/names.c (name_elt_alloc_matflags): New function.
(name_add_name): Use name_elt_alloc_matflags.
(name_add_file): Take matching flags as third argument.
(read_next_name): Remove trailing slashes.
* src/tar.c (parse_opt): Pass matching_flags to name_add_file.

* tests/T-dir00.at: New file.
* tests/T-dir01.at: New file.
* tests/Makefile.am: Add new testcases.
* tests/testsuite.at: Likewise.
