[Bug-tar] tar 1.13.92 @direntry

Obviously trivial, but it's traditional to put a period at the end of
@direntry descriptions.  Thus:

< * tar: (tar)tar invocation.                     Invoking @GNUTAR{}
> * tar: (tar)tar invocation.                     Invoking @GNUTAR{}.

(Actually, the "Individual utilities" entry isn't too useful at all, the
way Info readers work, but I suppose it does no harm.  It would be good
to have documentation for rmt, though.)
