I think it's premature to do that.

     This is clearly rms's decision. No debate here will change that. -k

rms usually listens more closely to proposals for change if they are backed 
up by a justification for the change.

As I see it, we there are 3 distinct questions to be answered:

1.  Should we continue to have ChangeLogs?

2.  If so, what information should they contain?

3.  If SCM tool or VCS is used to manage the project, is it acceptable to
    autogenerate the ChangeLog from the SCM?


In my opinion the answer to these are: "Yes", "A brief description and 
rationale", and "yes".

But I think that some others do not concur.    If we can reach conscensus on 
these questions, then it'll be appropriate to start worring about the exact 
words we should change in the standards (if any).
