The readline vi-mode implementation is mostly concerned with Posix
conformance, and implements the specific vi commands with their Posix
key bindings.
There are, as you note, a number of places where the code checks for
specific command characters (e.g., the list of motion and text
modification commands). This could be changed with considerable
work, using a level of indirection that maps key bindings to a
normalized set of command characters, or changing all the tests for
specific characters to check for bound commands (and even that would
not work in all cases).
This is a low-priority task.
