Basically, the change to prefer env var ‘USER’ over ‘LOGNAME’
is backward-incompatibile. That functionality will return as
a configure script option -- stay tuned.
I changed my mind (partially); that functionality is effected in
the configure script, but it is not a normal "option". Anyway,
the README now mentions the other way to influence the behavior:
http://git.savannah.gnu.org/cgit/rcs.git/commit/?h=p&id=a7517f219
http://git.savannah.gnu.org/cgit/rcs.git/commit/?h=p&id=106ef5d37
(The second link shows the related change to "make check".)
