[Bug-plotutils] Guile bindings for Plotutils

Hi-

There is a discussion over on the guile-user mailing list formalizing
the library to access Plotutils from GNU Guile.  GNU Guile is an
interpreter for Scheme, a Lisp-like language.

We would normally set up the library as a stand-alone project, but,
we could submit the code to the Plotutils project for insertion into
your distribution, if that is something the Plotutils maintainers would
be interested in.  I know that Guile bindings were once listed in
the Plotutils TODO.
