If you're lucky, yes.  1.6.15 is a version that features some serious
(albeit non-destructive) bugs that may prevent you from doing your work.
If this happens (you will see something like "Assertion [...] failed")
just use the file I sent to you -- it's an up-to-date version).

That is correct.  Parted automatically resizes file systems living on a 
partition.
