First of all parted.texi needs to be revised and adapted (e.g. the mentioned
file system size limits) and the relevant sections must be formed
and separated. After this is done we can ask the Linux documentation project
for adaption of all HOWTOs we intend to assimilate, which will be done

As for the technical aspect, TLDP offers a Texi2DocBook script.
I don't know how well it will work, though.
The interesting question is probably "_Who_ will do it?".
I'd like to work on it, but there's so much else to be done!
