They care but they can't do everything at once. They are also humans and
unfortunately things can get lost. There are written and unwritten
processes how to prevent this. Submit the patch again and again, target
the proper maintainer, submit the bug report/patch also to the kernel bug
tracker at OSDL.

I couldn't figure out from your email what's the actual kernel status.
Still unsolved in the latest 2.6*{pre,mm} kernels?
