Ah, the documentation is inadequate.  Thanks for pointing this out.
Anyway, the old and new posistions can't overlap.

Correct.  (in the case of ext2 and reiserfs. FAT, has no requirement
about "at least as big")

Try shrinking first (via resize) to create some free space to move
into.
