I do the following, like Slackware:

Create a boot disk with LILO and a customized kernel. You

Yes, I try to make it like my default .config.

Create a root disk with BusyBox, devfs, devfsd, and any other
useful binaries, and use strip(1) on everything.

And don't forget you can use fdformat with /dev/fd0u1722 (or
if it fails, /dev/fd0u1680) for the root disk.

Take a look at the Bootdisk-HOWTO and Loopback-Root-FS...
