The code is all GPL3+. I can see it is a bit confusing in src/sql as
that file includes both the documentation and the source code. But if
you study the license section it is clear that the _program_ is GPL3+
and the _documentation_ is CC-By-SA and FDL1.3.
But your main point is absolutely correct: cc-by-sa.txt and fdl.txt
are missing from the tar file.
They will be included in the next release.
