This tarball lacks a ‘configure’ script.  GNU tarballs are usually
produced by running “make distcheck”, which ensures that (1) tests pass,
and (2) the tarball contains everything that’s necessary, notably a
‘configure’ script (info "(automake) Dist").

Perhaps you should consider preparing a 1.1.3 release with such a
tarball?
