Test harness on VMS, running 512 tests, 68 tests failing.

It has taken a few passes at finding all the issues.  Originally I found 
that test scripts were being aborted on the first test failure, so I did 
not have the full count of tests.

Then I had to fix the command options to be quoted to preserve the case, 
and filter the output for the intentional and some possibly 
unintentional differences in the text reported.

Currently the status is 68 failures in 31 categories out of 512 test log 
files found.

I am still investigating all the failures.  For most of the failures, 
the syntax of the test makefile recipes is using Shell syntax that is 
not being simulated on VMS, so I have to start modifying the tests to 
generate VMS compatible syntax.
