Follow-up Comment #5, bug #40056 (project make):

make's behavior is still wrong (as I detailed in comment #3), and make is
still broken.
While I still think adding a "precision" element to the "file" struct is the
best solution, my patch to (essentially) apply .LOW_RESOLUTION_TIMESTAMP
automaticallys work around the problem.
Thoughts?
