Why? A detectable clock skew of less than one second is no more or less of an issue than a detectable clock skew of more than one second. There's no special code in make that I can think of that would justify such a change. The only possible issue would be if the target in question was marked with .LOW_RESOLUTION_TIME but I think in that case you won't get this message in the first place.
