I wish I would not make these insights just _after_ I send
mail on the issue.
It turns out that most of the garbage chars are resulting from
trying to say that the makefile was ".config", the configuration
snippet that the linux kernel build process generates from user
input.
The name of the file is .config, and I am attaching a copy
from the tests that I made, in case the contents are relevant (the
file looks entirely sane on inspection).
