[bug-mailutils] bzip2 distributions

Hello,

I've added "dist-bzip2" to AUTOMAKE_OPTIONS in Makefile.am,
because GNU Mailutils is getting bigger and bigger every day,
and now when we have added NLS, all the new translations will
take another extra space, i.e. ~60kB each gmo file and ~80kB each
po file. I encourage GNU Mailutils maintainers to put on ftp.gnu.org
also bzip2 distributions.

P.S. Most copyrights have been modified to show "GNU Mailutils"
instead of "This program", so please make the same when you
create a new file. Thanks in advance.
