http://code.google.com/p/lilypond/issues/detail?id=1393IIUC, texi2html is now part of texinfo and there has not been a stable release since that integration.
I check the commit list (http://lists.gnu.org/archive/html/texinfo-commits/) occasionally, and I haven't seen any indication that a stable release is approaching any time soon.
