minimum-Y-extent has no effect on Lyrics placement

From: Jiri Zurek (Prague)
Subject: minimum-Y-extent has no effect on Lyrics placement

Adjusting the lyrics vertical spacing stopped working at latest in Lilypond
2.13.10 and above, while it worked in 2.12.2. Searching the bugs did not
show any result for this, therefore I dare to report it here, even if
trembling.
The problem:
Bringing the lyrics closer to the staff by adjusting the minimum-Y-extent
does not work.
Even the snippet
(http://lilypond.org/doc/v2.13/Documentation/89/lily-d264e815.ly) in the
documentation does not seem to produce the desired effect.
What is the correct way to bring the lyrics closer to the staff in the
recent development versions, please?
