#'header:title etc not defined outside \header and \paper blocks in \version 2.12.2

Hi,

In the following snippet the markup over the c reads "x " _not_ "x test"
as I would have expected. Which suggests that #'header:title etc are not
defined outside \header and \paper blocks. Is this the intended
behaviour? If so it is a pity because it would be quite nice to be able
to write things like:

\tocItem \markup { \fromproperty #'header:title }
