On my system, I see the tuplet bracket in the middle of the staff
(betwen 2 and 3, exactly where you'd expect it).

Just make a note to examine it in 2.11.38 -- since all of our
lilyponds compile the file correctly individually, we can't really
claim that the snippet is broken.  At least, not yet.
