I was referring to the fact that Marcus revisited "Towards a New
Strategy of OS Design", trying to see whether the Hurd had reached the
goals stated in this text, and whether they could be further refined.

This text does mention Mach a number of times in order to explain
specific implementation aspects.  But it also outlines more general
design goals which are not specific to the underlying microkernel.

When "revisiting" this text, Marcus focused on those very goals and
directions, not on a specific port of the Hurd.  His email doesn't
mention L4 nor the "something else" you're thinking of.
