To start with, any beginner should start with the FAQ, it's at:

There are many mailing lists for the GNU/Hurd operating system.
In this world of floss[1] it is customary to do the subscribing
and un-subscribing by oneself.  So to subscribe to this list,
for instance, you go to:

        http://lists.gnu.org/mailman/listinfo/bug-hurd/

and fill it in.  However, as I said, there are many interesting
lists as well as a Wiki concerning the Hurd. Here is how you 
find them:

        http://lists.gnu.org/mailman/listinfo/help-hurd/
        http://lists.gnu.org/mailman/listinfo/l4-hurd/
        http://hurd.gnufans.org/
