As I said, fetch_boot_time() is a bad example, I personally don't see
a need for it to be in any library.  But often when I hack coreutils
todo something Hurdish, I end up rippnig out code from the Hurd.  This
in it self isn't either a really good reason, since lots of things in
the Hurd shouldn't really be there (w, uptime, that kind of stuff).

But there are times when you want to use the same function (or
whatever) in several translators (be that in the Hurd, or outside),
and we currently don't have any good place to dump such functions in
AFAIK.
