This was discussed before, and we wrote a kill implementation for
shellutils, which was subsequently rewritten from scratch by Paul Eggert
before it was ever released ;) and now found its way into the test versions
at alpha.gnu.org. The next release of shellutils will provide a stand alone
kill program.
