It is an internal subroutine of AC_PROG_CC. The reason for the
Hurd-specific macros in aclocal.m4 is to do something different from the
normal AC_PROG_CC_WORKS. If the tests left in your version presume any
part of a normal build environment that is not all there yet when
bootstrapping a cross-compilation environment, then they change the behavior.

Why don't you test it? If you can confirm it doesn't break the
bootstrapping procedure, then I will be happy with it.
