The tool I was using was "pigz" by Mark Adler, a parallel
implementation of gzip. When I contacted Mark Adler about it, he
indicated that emitting the signature would break older decoders,
whereas omitting the signature would guarantee compatibility with both
new and old. Thus he was more comfortable omitting the signature. The
last release of pigz was in Jan 2010, so it's not too old. I just
emailed Mark again, inquiring if he knows of any other software that
makes this choice.
