[Bug-gsl] GSL 1.9 will not configure for Android

Using the following command line to compiler GSL 1.9 for Android:
./configure --host=armv6j-hardfloat-linux-gnueabi
--build=x86_64-pc-linux-gnu --target=armv6j-hardfloat-linux-gnueabi \
CFLAGS="-march=armv6 -mfloat-abi=hard -mfpu-vfp"

Configure reports that the compiler can not make executibles and terminates.
There is no documentation on exactly what is needed to compiler GSL for
Android.
