[Bug-gsl] tiny documentation bug

In the gsl documentation section on random number distributions: F
distribution, the CDFs are documented as gsl_cdf_Fdist_P(...) and
gsl_cdf_Fdist_Q(...). These should instead have lower case fs:
gsl_cdf_fdist_P(...) and gsl_cdf_fdist_Q(...).

No big deal, but this is enough to confuse a compiler (and its user),
so it may be worth fixing.
