Details:

Nettop PC based on Intel Celeron J1800 CPU provides CSM (compatibility support
mode).

GRUB 2.02 VBE video driver module fails to init any resolution videomode
(800x600 in particular) in above mentioned mode.
VGA module falls back to 640x480x8, and background picture is poorly
displayed.

Only videotest 640x480 shows test picture when only VGA module loaded. 

In the same time extlinux boot loader starts VBE mode properly (please refer
to attached pictures).

Issue may be similar to earlier reported bug #50911
